A federal appeals court temporarily blocked construction of Bay County’s new airport, granting a request by local pilots and environmental groups opposed to the project.

Continue to 2nd paragraph A three judge panel of the 2nd U.S. Circuit Court of Appeals in New York on Thursday issued an interim stay of the Federal Aviation Administration’s 2006 decision allowing the airport to be built.

Yesterday was the official ground breaking for the Panama City- Bay County International Airport. Approximately 1000 people in attendance.

There is a lot of speculation as to whether or not the airport will stimulate real estate sales in the area. I think it is possible. We may see some investors come back into the market as a result of the airport contruction.

Things just got more difficult for first time home buyers…although I have to admit I am not sorry to see this go by the wayside. It was confusing to buyers, sellers and REALTORS(R). The practical application of this program and this rule in particular has proven difficult.

FHA commissioner Brian Montgomery announced a change in HUD rules that will no longer allow borrowers who pay for their down payments with funds from the seller to obtain an FHA insured loan for that transaction.

What is the problem?

Well I am happy to say we are not seeing much of this in the Panama City Beach area and I’d like to think that some of the reason for this is that we have responsible REALTORS(R) in our area who educate their customers with regard to lending and staying within their means. It is however, a different story on state and national basis.

Homestead is no protection against tax increases this year… :-(

Florida homes have a market value (estimate of worth) and an assessed value (basis for property tax calculations). An owner’s assessed value, at first, should be market value minus $25,000, the homestead exemption and the local government applies its tax (millage) rate to that number. But Save Our Homes (SOH) (Homestead) also impacts assessed value by capping it at a maximum 3 percent yearly increase. However, that cap is a yearly tool and applies anytime assessed value is below market value (minus $25,000). And for many of the state’s long-time homeowners, assessed value is significantly less than market value (minus $25,000).

In second quarter 2007, Florida’s housing sector continued to report higher inventory levels of homes for sale, median prices edging down and sales activity reflecting a buyer’s market. Statewide sales of single-family existing homes totaled 37,709 during the three-month period, a decrease of 30 percent compared to the same time a year earlier, according to FAR. Hi folks,

I just published the real estate sales data from the Bay County MLS. See it here. Home sales and condos sales stayed about the same for both categories. However, there seems to have been a drop in residential lands sales and if the numbers hold up it is quite dramatic!

For the month of July in all of Bay County there were

  • 11 sales with ave asking price= $79,200

PANAMA CITY, Florida (July 10, 2007) — The Panama City – Bay County International Airport and Industrial District (Airport Authority) announced today it had named PCA Development, LLC, of Pittsburgh, PA, as the successful bidder for the sale of the existing 714-acre airport property in Panama City, Florida, at a purchase price of $99 million made up of $61 million in cash and an estimated $38 million in transfer fees to the Airport Authority from the future sale of property on the current site.

This so-called slow market sure is keeping us busy! We are getting single family homes as well as condos under contract and closed. The only thing that isn’t very active for us is residential lots and vacant land sales.

First let me say that it is still a VERY strong BUYERS market for ALL property types! Investors should get off the sidelines and get busy identifying and evaluating potential investment property types. There are GREAT buys in the condo market, single family homes and vacant residential lots and land.

The Federal Aviation Administration gave $72 million to the Panama City-Bay County International Airport on Friday 05-25-2007, for its relocation to West Bay.

Robert Chapman, manager of the FAA’s airports division, announced the grant in a letter, The News Herald in Panama City reported.

“In conducting its funding analysis, FAA determined that both physical and environmental restrictions at the existing site make it impractical and extremely costly to update to meet FAA standards,” Chapman wrote. “Even if FAA were to upgrade the existing site, it would still not result in an airfield that fully complied with FAA standards.”
